na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ māyayāpahṛta-jñānā āsuraṁ bhāvam āśritāḥ

Why don't some people surrender? Krishna lists reasons: evil actions (dushkritina), delusion (mudha), degraded values (naradhama), and knowledge obscured by maya. These lead to 'asuric' (demonic) disposition.
