Shvetashvatara Upanishad 6.16

स विश्वकृद्विश्वविदात्मयोनिर्ज्ञः कालकालो गुणी सर्वविद्यः। प्रधानक्षेत्रज्ञपतिर्गुणेशः संसारमोक्षस्थितिबन्धहेतुः॥

sa viśvakṛdviśvavidātmayonirjñaḥ kālakālo guṇī sarvavidyaḥ | pradhānakṣetrajñapatirguṇeśaḥ saṃsāramokṣasthitibandhahetuḥ ||

"He is the creator and knower of all, the self-caused, the wise, the maker of time, possessing all qualities, the all-knowing, the lord of pradhana and kshetrajna, the ruler of the gunas, the cause of bondage and liberation in samsara."

What This Means:

God creates and knows all. He is self-caused, wise, makes time, has all qualities, knows all. He lords over matter and souls, rules qualities, causes bondage and freedom.
