Shvetashvatara Upanishad 3.11

सर्वानन शिरोग्रीवः सर्वभूतगुहाशयः। सर्वव्यापी स भगवांस्तस्मात्सर्वगतः शिवः॥
sarvānana śirogrīvaḥ sarvabhūtaguhāśayaḥ | sarvavyāpī sa bhagavāṃstasmātsarvagataḥ śivaḥ ||
"With faces, heads, and necks everywhere, dwelling in the cave (heart) of all beings, all-pervading, the blessed Lord - therefore Shiva is omnipresent."
What This Means:
Having all faces, heads, and necks, dwelling in every heart, all-pervading - this blessed Lord Shiva is everywhere.
