Shvetashvatara Upanishad 3.1

य एको जालवानीशत ईशनीभिः सर्वाँल्लोकानीशत ईशनीभिः। य एवैक उद्भवे सम्भवे च य एतद्विदुरमृतास्ते भवन्ति॥

ya eko jālavānīśata īśanībhiḥ sarvāṃllokānīśata īśanībhiḥ | ya evaika udbhave sambhave ca ya etadviduramṛtāste bhavanti ||

"He who alone, possessing the net (of maya), rules with His ruling powers, who rules all worlds with His ruling powers, who alone is at creation and dissolution - those who know this become immortal."

What This Means:

The one Lord who holds the net of maya rules all worlds. He alone is at the beginning and end. Those who know Him become immortal.

Ishvara possesses maya (the net) and exercises ruling power (ishanibhi). He is both efficient and material cause of creation and dissolution.
