""The person who has discrimination as charioteer and the mind as well-controlled reins reaches the end of the journey - that supreme state of Vishnu.""

What This Means:

With wisdom as driver and a focused mind as reins, you complete the journey and reach the highest state - called here "Vishnu's supreme abode."

Going Deeper:

Vishnu here represents the all-pervading Reality (from "vish" - to pervade). The "supreme state" is liberation.

How To Apply This:

You have everything needed for the journey. Just establish the right order: intellect guides, mind obeys.
