ताभ्यो गामानयत्ता अब्रुवन्न वै नोऽयमलमिति । ताभ्योऽश्वमानयत्ता अब्रुवन्न वै नोऽयमलमिति ॥

tābhyo gām ānayat tā abruvan na vai no 'yam alam iti | tābhyo 'śvam ānayat tā abruvan na vai no 'yam alam iti ||

"He brought them a cow. They said: "This is not sufficient for us." He brought them a horse. They said: "This is not sufficient for us.""

What This Means:

The Creator offered various animal forms as potential homes for the deities, but none were adequate. The cow and horse — highly valued animals — were rejected. Something more suitable was needed.

Going Deeper:

Animal bodies, while living, lack the capacity for self-reflection and spiritual development that the deities require. The search for the right "vehicle" continues until the human form is offered.
