Shvetashvatara Upanishad 4.15

स विश्वकृद्विश्वविदात्मयोनिर्ज्ञः कालकालो गुणी सर्वविद्यः। प्रधानक्षेत्रज्ञपतिर्गुणेशः संसारमोक्षस्थितिबन्धहेतुः॥
sa viśvakṛdviśvavidātmayonirjñaḥ kālakālo guṇī sarvavidyaḥ | pradhānakṣetrajñapatirguṇeśaḥ saṃsāramokṣasthitibandhahetuḥ ||
"He is the maker and knower of all, the self-source, the wise, the author of time, possessor of qualities, the all-knowing, the lord of matter and the knower-of-fields, the ruler of qualities, the cause of bondage and liberation in samsara."
What This Means:
God creates and knows everything. He is self-born, wise, makes time, has all qualities, knows all. He rules matter and souls, and is the cause of both bondage and freedom.
Going Deeper:
Sankhya terms are used: Pradhana (primal matter), Kshetrajna (field-knower/soul). God is lord over both. He causes both bondage and liberation.
How To Apply This:
Recognize that the same Lord is responsible for both your bondage and liberation. Turn to Him for freedom.
