Mundaka Upanishad 6.10

तदेतदृचाभ्युक्तम्। क्रियावन्तः श्रोत्रिया ब्रह्मनिष्ठाः स्वयं जुह्वत एकर्षिं श्रद्धयन्तः। तेषामेवैतां ब्रह्मविद्यां वदेत शिरोव्रतं विधिवद्यैस्तु चीर्णम्॥
tadetadṛcābhyuktam | kriyāvantaḥ śrotriyā brahmaniṣṭhāḥ svayaṃ juhvata ekarṣiṃ śraddhayantaḥ | teṣāmevaitāṃ brahmavidyāṃ vadeta śirovrataṃ vidhivadyaistu cīrṇam ||
"This is declared by the verse: This Brahma-vidya should be taught only to those who perform their duties, are learned in Vedas, established in Brahman, who themselves offer to the One Seer with faith, and have duly performed the head-vow."
What This Means:
This sacred knowledge should only be given to qualified students: those who are dutiful, learned, Brahman-focused, faithful, and have completed the initiatory vows.

The "head-vow" (shirovrata) was an initiatory practice. The Upanishad protects its teaching by specifying prerequisites.
